1996 - 2005: Management of a legal firm (Vladivostok).
2001 - 2011: Deputy of the Legislative Assembly of Primorsky Krai (3rd and 4th convocations). Chairman of the Committee on Regional Policy and Legality.
2005 - 2015: Deputy Chairman, then Chairman of the Federation of Trade Unions of Primorsky Krai. Chairman of the Far Eastern Association of Trade Unions. Member of the General Council and Executive Committee of the Federation of Independent Trade Unions of Russia (FNPR).
2015 - 2022: Secretary of the Federation of Independent Trade Unions of Russia for Liaison with the Federal Assembly of the Russian Federation.
2017 - 2022: Deputy General Secretary of the World Confederation of Labour.
2022 - 2023: Deputy Chairman of the FNPR.
December 2023: Elected General Secretary of the World Confederation of Labour.
2011 – 2016: Deputy of the State Duma of the Russian Federation (6th convocation). First Deputy Chairman of the Committee on Civil, Criminal, Arbitral, and Procedural Legislation.
