GCTU Proposes Discussing Harmonization of National Social Partnership Systems at a Special Meeting of the Advisory Labour Council
The General Confederation of Trade Unions (GCTU) proposed adding a special section to the 2028 CIS Year of Social Development and Quality of Life preparation plan, dedicated to events aimed at improving social partnership.
The proposals for the draft plan of the Year of Social Development and Quality of Life were discussed during the first meeting of the Working Group of the Advisory Council on Labour, Employment, and Social Protection of the Population of the CIS Member States. The meeting took place today at the CIS Executive Committee in Minsk via video conference.
Participants included representatives from the Republic of Azerbaijan, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Uzbekistan, the Republic of Tajikistan, the Interparliamentary Assembly of CIS Member States, the General Confederation of Trade Unions, the Interstate Statistical Committee, the Coordinating Council of the International Union "Commonwealth of Public Organizations of Veterans (Pensioners) of Independent States," the Basic Organization of CIS Member States for Methodological and Organizational-Technical Support in Labour Normation (Scientific Research Institute of Labour of the Ministry of Labour and Social Protection of the Republic of Belarus), the Base Organization of CIS Member States for Training, Retraining, and Advanced Training in Labour Normation (Belarusian National Technical University), and the Basic Organization of CIS Member States in Comprehensive Rehabilitation of Persons with Disabilities (Federal State Budgetary Institution "Federal Scientific and Educational Center of Medico-Social Expertise and Rehabilitation named after G.A. Albrecht" of the Ministry of Labour and Social Protection of the Russian Federation).
The GCTU initiative involves including a special section in the Plan draft, which will provide for events to improve social partnership. For example, it proposes holding a thematic meeting of the Advisory Council on Labour, Employment, and Social Protection of the Population of CIS Member States, inviting representatives of trade union and employer associations to discuss the harmonization of national social partnership systems in the formation of a common labour market for the CIS countries.
The next meeting of the Working Group is scheduled for August 28, 2026.
